The issue of attracting talents in Hanoi

Abstract

    Being the Capital, Hanoi is the metropolis of major science institutions, big universities, at the same time being thegathering of many scientists, intellectuals in many fields, in which the number of scientists account for almost 90% scientists nationalwide. This is truly an important potential of Hanoi, a distinguished strenghth that not many local governments have. If Hanoi imposemechanisms, attract applied policy, utilize sufficiently this special human resource, it will develop tremendously on every field,especially in developing economy, strengthening industrialization, modernizing procedure in order to early achieve the industrialized,modernized target of Hanoi.
