Some solutions to exercise autonomy and self-responsibility in public higher education institutions

Abstract

    With the target that higher education institutions implement the regulations on autonomy and self-responsibility well, this paper offers some solutions for preparing  necessary conditions to qualify autonomy and for implementing rights and obligations on autonomy and self-responsibility in academia, professional activities, organization and human resources, finance and property.
