Abstract

   Building criteria for officials is a great contribution of Ho Chi Minh to the cause of national construction. Officials in Ho Chi Minh^‘s thought must be fully of “morality” and “talent”. Within the scope of this article, the author focuses on clarifying Ho Chi Minh's thought on the talents of officials based on 3 questions: who are officials? why officials must have talents? what is the talented content of officials?
