Human is always considered the most important and decisive factor for the existence and development of any organization. Therefore, the capacity of the human
needs to be paid special attention to especially for civil servants, who are playing an important role in building and developing strong state agencies in Vietnam. This study assesses the operative capacity of civil servants at the Market Management Department in Thanh Hoa province; from that, offering solutions and recommendations to improve the working competence of Civil servants at the Department in the future.
