Abstract

Based on the theory of capacity framework, the article proposed the capacity framework for civic education teachers, which reflects core competencies in the professional standards ofteachers, at the same time adds a number of qualities and competencies determined by the specific profession. This is the basis for pedagogical universities to determine the output standards of Civic education students, for high school to manage and rank Civic Education teachers annually. This is also the basis for determining the content of capacity development training for Civic education teachers to meet the requirements of the new general education program
