THE POLICIES IN KOREAN CULTURAL INDUSTRY DEVELOPMENT DURING KIM DAE-JUNG’S PRESIDENCY

Abstract

Since the late 90s of the 20th century, thegovernment of President Kim Dae-jung (1998 -2003) has recognized the importance of accuracyin public cultural industry within the country'soverall development strategy. On that basis,investment policies for cultural industries havecontinued to focus on various contents, such aspromulgating laws and establishing agencies;organizing, investing capital, searching formarkets; diversifying cultural forms and preservingtraditional values, etc. Those policies havepromoted strategy of advertising and exportingculture - an important basis for creating theexplosion of Hallyu Wave 1.0 (the first Koreanwave). During the period of 1998 - 2003, thedevelopment of cultural industry policies under thePresident Kim Dae-jung's government createdfoundational conditions for Korea to implementcultural export and cultural diplomacy strategies,and increase national strength before the changesin the new century - the 21st century. Thesepolicies made important contributions to thedevelopment of Korea's cultural industry from1998 - 2003, so President Kim Dae-jung was called“Cultural President” by the Korean people.
