Abstract
In 907, Khuc Hao continued his father's autonomy as Khuc Thua Du. As the head of the country, Khuc Hao carried out reforms in various aspects to build an independent and selfreliant country, gradually free from the influence of the Chinese colonial regime. The article contributes to clarifying the content and role of the "egalitarian land tax" policy under Khuc Hao as well as its influence on the stability and development of the country at the time. Thanks to a combination of both administrative and economic measures; skillful in dealing with villages, knowing how to rely on the people, taking the people as the root, taking the village as an administrative-socio-economic unit as the foundation, the government of the Khuc Hao period managed the country systematically, tight from central to grassroots. Therefore, the egalitarian land tax policy that Khuc Hao implemented had a great effect and influence on improving people's lives, stabilizing society, and attracting all resources for the restoration of the country at the beginning of the X century.
