0peration, maintenance and management models for clean water supply scheme in the Northern mountainous region

Abstract

    Rural water supply is a hot topic in the past three decades. At the beginning of supporting jar, water tank, drilled well to households, and then decentralized water supply for residential points and up to now construction of modern pipe network with house connection with advanced filtering technology. Construction investment is high, but no engnough attention for the post-construction functionality. Management model for piped system is weak: self-management and community-based management are not enough in the new period. The role of private operators is still not interested. Therefore, the rural water supply is in vicious spiral of performance decline of utilities. This paper reported the overview of the global development and Vietnam's situation in this field, and the results of post-construction pilot OMM-models based on the market mechanism and participation of private operators.
