Water rights and water allocation in river basin in Vietnam

Abstract

   Water rights and water allocation in river basin are the two very important problems related to water resources management and utilization in river basins effectively nowadays. Although these problems have been recognized on the National water law and promulgated on the decree 149/CP for implementation, however the implementation in the fact has remained a lot of shortcomings. Based on the basic of integrated water resources management, this paper gives some commentations on the two above problems for discussion, that includes the main concepts, the assessments and measures for implementation suitably ours existing river basin situations.
