Abstract

     Lifetime, Ho Chi Minh paid alot of attentions to the field of irrigation. The ideology of Ho Chi Minh in promoting the role of the people as the owners of irrigational works has enomous sinficance both in theory and practice, especially in the context of our country is still undeveloped. Besides the state investment, hydraulic works needed the paticipation of people at all stages, from planning, design, investment, construction, management and exploitment. This is a vivid manifestation of democratic ideas in the thoughts of Ho Chi Minh.
