Transfer point or "canal head sluice" in irrigation management transfer - analysis under irrigation economics

Abstract
This article systematically analyzes the point of management transfer or "canal head sluice" (also: sluice in canal of the 1st and 2nd level) in the Irrigation Management Transfer of irrigation systems from the perspective of irrigation economics and points out the practical difficulties that the irrigation company IMC and water user organization/association WUA have to face. With the current method, only 31% of the IMC reported that "head canal sluice" is suitable. This is viewed as a political failure in irrigation management related to the form of waiver, collection and payment of the Irrigation Service Fee (ISF) from 2008 to date. The article has analyzed the parth of ISF and pointed out its inappropriateness. Next, the causes of IMC and WUA, as well as proposed solutions, are presented so that the the identification of the "canal head sluice" is more realistic, the transfer of irrigation is accelerated and more convenient and thereby saves O&M costs. Thus, the management of the irrigation system is more sustainable and improves the efficiency of irrigation water use.
