Abstract
Digital transformation is an inevitable trend with the digital technologies that are
continuously developing and becoming a new resource for development process so requires localities
to have to change governance methods; in which, building a team of civil servants is considered the
core of development strategy of human resource for digital transformation. This research focuses on
analyzing the requirements of building a team of civil servants in Hanoi for digital transformation on
the basis of the published data of researchers, administrative agencies and actual surveys.
Accordingly, in order to improve quality of Hanoi’s team of civil servants, it is necessary to have
comprehensive policies, prioritizing training and fostering civil servants, especially leaders of
administrative agencies need to be renewed, really become a capacity development tool for civil
servants.
