Tien Yen District is a coastal district of Quang Ninh province, with diverse terrain characteristics from coastal areas to mountainous areas. In mountainous areas, the terrain is heavily fragmented, making it difficult to build infrastructure and access social services. This has a significant impact on the lives and livelihoods of people in the area. This article uses Geographic Information Systems (GIS) and accessibility theory to analyze the accessibility of the local community to social services. The author selected six influencing factors, namely: current land use status, altitude, traffic infrastructure, administrative center, education, health care and assigned weights to each factor using the Analytic Hierarchy Process (AHP) method. Component maps and integrated accessibility maps were developed to clearly reflect the current state of accessibility in the study area. The study results show that areas with very good and good accessibility are mainly concentrated in Tien Yen town and communes such as Tien Lang and Yen Than, while areas with average and poor accessibility are located in communes such as Ha Lau and some remote areas.
