Urbanization has exploded with rapid speed and scale in recent decades, therefore, municipal solid waste (MSW) management is an increasingly hot issue in countries around the world. Along with the increase of solid waste, the cost pressure of services related to municipal solid waste is also being raised and tends to increase rapidly. In many nations, especially in developing countries, the cost of MSW services still depends mainly on the public capital. Therefore, with the increase of the amount of MSW in recent decades, it has created enormous pressure on the public capital. Currently, in order to reduce the pressure of public capital to spend on MSW services, non-social resources have been mobilized with many private sectors formed with the goal of participating in improving the quality of MSW services.
