Abstract

 

 The process of monitoring and evaluating the effectiveness of preferential loans is used by international financial institutions in evaluating the effectiveness of development assistance. This process is regularly reviewed and improved by organizations to match with the context as well as to answer the question of whether the organization’s intervention has been effective as the expected goal or not. This paper explores the process of monitoring and evaluating the effectiveness of some international financial institutions in providing financial support for environmental protection projects, thereby drawing out lessons learned for preferential loans for environmental protection in Vietnam. The paper focuses on three main parts including (i) Introduction to effective monitoring and evaluation process; (ii) Experience of several international financial institutions such as the World Bank, Swedish Development Cooperation Organization and European Union Environmental Protection Funds; and (iii) Lessons learned for financial institutions in Vietnam.
