Making motive and environment to promote creativity of the intelligentsia

Abstract

From the characteristics of intellectual labor, the difficulties and entanglements for the intelligentsia building and promoting creative power, the author proposed some solutions to build and complete an appropriate environment to promote intelligentsia's creative ability: (1) Completing the legal environment for intelligentsia's creative freedom; (2) Creating an advantage social environment; (3) Facilitating material needs; (4) Enforcing adequate treatment policy.
