Organizing local governments - international experience and Vietnam practice

Abstract

The 1992 Constitution and People Council and People Committee organization Law has set the legal base for establishing local governments. However, the local governments organizing methods in the past still have some drawbacks. Local government organization in Draft of Amending the 1992 Constitution needs to continue inheriting the nature and the general model of the state machine in the 1992 Constitution institutionalizes new viewpoints of the Party on building socialist jurisdiction state.
