Proposing a structural framework and principles for designing an Index of Measuring the level of innovation in public sector management and administration in Vietnam

Abstract
In approaching to public sector innovation centred on public value creation, data-driven governance, and digital transformation, the article argues that Vietnam’s public sector requires a dedicated measurement instrument that goes beyond indirect indicators of administrative reform or e-government development. This instrument is structured around a four-tier framework and designed
in accordance with the following principles: scientific rigour, transparency, and feasibility; quantification, standardisation, and international comparability; flexibility and adaptability to the specific characteristics of Vietnam’s administrative system; and alignment with the Sustainable development goals. On this basis, the article proposes several policy implications.
