Abstract
This article examines the potential for transforming Provincial Competitiveness Index (PCI) and Provincial Governance and Public Administration Performance Index (PAPI) should be regarded not only as instruments for assessing local governance, but also as managerial tools for enhancing policy implementation capacity and enabling real-time governance feedback into operational management tools within Vietnam’s two-tier local government model through the Index-to-Implementation Capacity Framework (IICF); assesses the gap between measurement and action and proposes a data-driven governance feedback mechanism to improve the effectiveness of local governance in the context of Vietnam’s two-tier local government system.
