Human resource conditions for the development of civil servants digital competence

Abstract
This article focuses on analysing the human resource conditions required for the
development of civil servants’ digital competence. These include the capabilities and roles of trainers
responsible for delivering digital competency development programmes; the awareness, vision,
and leadership capacity of senior leaders and managers; the quality and degree of professionalism
of information technology specialists; the attitudes, motivation, and learning capacity of civil
servants themselves; and the quality of the reserve talent pool comprising individuals who will
or aspire to join the civil service. These actors constitute both the enabling conditions and the direct
driving forces behind the development of digital competencies in the public sector.
