Abstract

Abstract: This article surveys and analyzes the characteristics of non-independent verb groups in 13
political reports at the National Congresses of the Communist Party of Vietnam (from the 2nd to the 14th
Congress), including relative verbs and modal verbs. The results show that relative verbs appear more
frequently than modal verbs, playing a crucial role in affirming the existence and defining the
relationships between elements in the report. While modal verbs appear less frequently, they demonstrate
the Party's flexibility and predictability in achieving its strategic goals. The article also points out that
relative verbs appear fairly evenly in the Political Reports, while modal verbs decrease in frequency across
the Congresses, reflecting a shift in the Party's leadership thinking, from emphasizing will and desire to
implementing policies based on accurate planning and forecasting. This clarifies the role of language in
expressing the Party's political views and objectives. This initial study not only contributes to a better
understanding of the linguistic structure in political texts but also expands our understanding of the
interactive relationship between language and politics, thereby providing deeper insights into how the
Communist Party of Vietnam uses language as a tool to govern and lead the country.
