Completely decentralize state budget management in Ha Nam province

Abstract

Budget management decentralization is the settlement of the relationship between the central and local levels of government in the management of the state budget. In each locality, decentralization of state budget management at provincial, district and commune level plays a very important role in promoting socio-economic development as well as promoting the comparative advantage of Units in the area. The paper will contribute to the assessment of the state budget decentralization in Ha Nam in the period 2011-2014 on key aspects such as the decentralization of promulgation of policy regimes, norms in the locality, Decentralization of revenue sources, spending tasks among the provincial budget levels, and proposals for further decentralization of Ha Nam's budget management in the coming time.
