Abstract

The national reserve warehouse system plays a crucial role in the timely distribution of supplies for disaster response, firefighting, epidemic control, and the assurance of national defense, public security, food security, and energy security. A comprehensive plan for the national reserve warehouse system contributes to the efficient management and use of national reserves,enabling the State to respond effectively to urgent, unexpected situations. This approach follows the “four 
on-site” principle: on-site command, on-site personnel, on-site equipment and materials, and on-site logistics.
