Abstract

For the last three years (2016-2018), the implementation of goals and duties specified in the Resolution 25/2016/QH14 dated November 9th 2016 of the Parliament on the National Five-year Financial Plan 2016-2020 to contribute to the national financial safety. The State Budget has been gradually restructured, however, according to forecast, in the mediumand long-term, the finance of Vietnam will be confronting with various difficulties and challenges. This reality sets the need for state budget restructuring in the manner that align budget spending with medium- and long-term development orientations. Simulatenously, it also enhances the transparency, fiscal accountability and ensures effective public debts and mitigates relating fiscal risks.
