Singapore bases its social security philosophy on the doctrine of free market economics, so free market economy is the standard of almost all social policies in Singapore. In fact, Singapore's social security system operates on three main pillars: retirement, health care and social welfare. The government can intervene by adjusting the employer's contribution rate to the Social Security Savings Fund when the economy experiences economic shocks... The article 
assesses the role of the Government. Singapore for social security, thereby drawing lessons for Vietnam in developing social security policies.
