Abstract

The current disbursement progress of public investment capital is slow due to many objective and subjective reasons. As of September 30, 2021, the disbursement rate of public investment capital nationwide only reached 47.38% of the capital plan assigned by the Prime Minister. Thus, to complete the disbursement plan for public investment in 2021, with a rate of over 95% of the plan according to the target set out in Resolution No. 63/NQ-CP of the Government, ministries, branches and localities It is necessary to urgently, proactively, flexibly and drastically implement solutions, accelerate the implementation progress and improve the quality of disbursement of public investment capital in the remaining months of the year.
