Abstract

The outbreak of the COVID-19 pandemic and complicated developments have negatively impacted the implementation of public investment programs and projects in general, and projects using foreign loans. Over the past time, although the Government, the Prime Minister, the Ministry of Finance, as well as ministries, localities and project owners have had many solutions to remove difficulties and obstacles for project owners, however, the disbursement rate of public investment capital from foreign loans in 2021 is still low and difficult to achieve the set target. In that context, to improve the disbursement of foreign loans, in the coming time, ministries, sectors, localities and project owners need to aggressively, synchronously implement solutions, take full advantage of the social distancing gap time to speed up the disbursement of this capital.
