Abstract

Over the past years, the Party and State have always directed the development and promoted the implementation of policies on social and health insurance for the entire population and considers this as the driving force for sustainable development of the country. Reality shows that the development of participants in voluntary social insurance and household health insurance has achieved initial results, but low compared to the potential, especially for poor, near-poor households, households engaged in agriculture, forestry, fishery, salt production. To move towards voluntary social insurance coverage and universal health insurance, synchronous solutions must be deployed in the near future.
