Abstract

The article studies the situation of implementing financial autonomy in Vietnamese public universities. The results show that the implementation of the financial autonomy mechanism has helped universities to actively manage and use the state budget economically and effectively; increase non-budget revenue through diversification of non-business activities, joint ventures and associations. However, practice shows that, implementing the financial autonomy mechanism at universities today still faces difficulties and obstacles from mechanisms and policies to the implementation process. Studying the situation of implementing financial autonomy mechanism in Vietnamese public universities, the article proposes some solutions to improve the effectiveness of financial autonomy implementation in these universities.
