Abstract

Equitization of state-owned enterprises is a major policy of the Party and State, which has been set forth since the implementation of the economic reform. The equitization process over the past years has achieved certain results, but it is still stagnant leading to failure in achieving overall targets. One of the reasons for this situation is the reluctance of the owner’s representative agencies and the leaders of enterprises to implement equitization. Therefore, it is necessary to enhance the role and responsibilities of the business leaders and the owner’s representative agencies to promote the process.
