Abstract

In recent years, under the close guidance of the Prime Minister, ministries, sectors, and localities, the disbursement of public investment capital using foreign loans in the first 8 months of 2023 reached 25.26% of the assigned plan, which is higher than the same period in 2022 (15.48%). However, when compared to the set target, the disbursement rate of foreign-funded capital is still relatively low and has not achieved the expected results. To promote the disbursement of foreignfunded public investment capital, in the upcoming period, ministries, sectors, and local authorities need to implement a consistent set of measures aimed at completing construction projects and initiatives.
