Abstract

Promoting regional linkages has consistently been one of the top-priority tasks in the socio-economic development the country in recent years. This is also a significant issue addressed in the documents of the 13th National Party Congress, as well as in the Midterm Economic Development Plan for 2021-2025 and the Socio-Economic Development Strategy for 2021- 
2030. Particularly, before the adverse effects of the COVID-19 pandemic, it becomes even more evident how essential it is to strengthen regional linkages during the economic recovery of localities nationwide. However, despite some improvements, the quality and scope of regional linkages have not yet met the requirements of the developmental context
