Abstract

State financial funds outside the budget have made significant contributions to attracting investment capital from the private sector, as well as supporting state budget funds in promoting economic growth and social development. However, the reality shows that the activities of these funds, both at the central and
local levels, have shown multiple shortcomings due to a lack of legal framework. The gaps and inconsistencies in the current legal regulations concerning state financial funds outside the budget highlight the need for research and the development of a comprehensive legal system for these types of funds as soon as possible.
