LIVELIHOOD VULNERABILITY ASSESSMENT DUE TO CLIMATE CHANGE IN THREE COMMUNES IN THE LOW-LYING PLAIN AREAS OF CAN LOC DISTRICT, HA TINH PROVINCE

The study has applied the method of assessing climate change vulnerability through quantification by the livelihood vulnerability index (LVI) proposed by Hahn et al. (2009). Research results have shown that, although the three communes of Khanh Loc, Vuong Loc and Vinh Loc are far from the sea, are not affected by sea level rise, but they are low-lying plains of Can Loc district that have been severely affected by climate change. The LVI index shows that the level of livelihood vulnerability of all three communes is high, although local authorities and people have implemented some response solutions, but the local adaptation capacity has not yet respond to the complexity and unpredictability of extreme weather events and climate change.
The assessment of livelihood vulnerability through quantification of LVI index, not only helps to consider the level of livelihood vulnerability and suggests practical response solutions, but also help the local authority and people to monitor vulnerability level through each period and thereby building a plan to respond to climate change
