Abstract
This article evaluates the current development and management of electronic learning materials and electronic publishing at Vietnam Maritime University, identifying the limitations and challenges of the existing model. It examines technological solutions and policy frameworks for integrated management, highlighting their advantages and limitations. The study also proposes policy directions for transforming the management of traditional learning materials and publications into an integrated model of electronic learning materials and electronic publishing in line with the ongoing digital transformation.
