UTILIZING TALENTED PEOPLE IN NATIONAL GOVERNANCE: SOME THEORETICAL AND PRACTICAL ISSUES IN VIETNAM TODAY

Abstract

To effectively govern national development, it is impossible not to utilize talented individuals. The Communist Party of Vietnam pays special attention to utilizing talented people in national governance. The success of the Vietnamese revolution and the country's development during 40 years of renovation have proven the importance of utilizing talented individuals in all areas of social life. Currently, in the new era, the issue of utilizing talented people, especially strategic-level cadres in national governance, has significant importance.
