About the Journal

I. AIMS AND SCOPE

The Journal of Construction and Urban Development is affiliated with the Academy of Strategy and Training for Construction Managers and has been published since 2009. The Journal is a theoretical, academic, and scientific publication of the Academy, with the function of conducting research, providing professional guidance, and facilitating academic exchange in scientific management in the fields of Construction, Architecture, Urban Development, and Transportation.

The Journal’s aims and scope are as follows:

  • To provide information on scientific activities and introduce legal normative documents related to construction management, transportation, and urban development of the Academy of Strategy and Training for Construction Managers and the Ministry of Construction.
  • To publish, introduce, and disseminate scientific works and research projects that have been studied and applied in construction, transportation, and urban development; and to exchange professional experience in these fields.

II. PUBLICATION ETHICS

The Journal of Construction and Urban Development, affiliated with the Academy of Strategy and Training for Construction Managers and published since 2009, is a theoretical, academic, and scientific publication serving research, guidance, and professional exchange in the fields of Construction, Architecture, Urban Development, and Transportation.

The Journal has been granted the international ISSN 1859-3119 by the Ministry of Science and Technology and has been recognized by the State Council for Professorship Titles as a qualified scientific journal for academic scoring.

1. Responsibilities of Authors

Authorship:
Only individuals who have made significant contributions to the research shall be credited as authors of the manuscript.

Manuscript requirements:
Authors must submit manuscripts reporting research results that have not been previously published or disseminated in any publication or information platform. Authors should present the significance of the research objectively.

Originality, plagiarism, and citation:
Authors must ensure the originality of the manuscript prior to submission. Where materials or quotations from other researchers are used, appropriate citation, acknowledgment, or permission must be provided.

Data access and retention:
Data, references, and other information presented in the manuscript must be accurate and sufficiently detailed to allow replication. Any fraudulent statements or intentional inaccuracies shall be considered unethical conduct. Authors are required to provide supporting data for editorial review and facilitate public access where appropriate. Data should be retained for a reasonable period after publication.

Multiple submissions/publications:
Authors must not submit or publish manuscripts describing the same research in more than one journal or publication.

Declaration of conflicts of interest:
All authors must disclose any personal relationships or financial support that could inappropriately influence the research. All sources of funding must be clearly stated. Where no such conflicts exist, authors must explicitly declare this. Potential conflicts must be disclosed at the earliest stage.

Correction of published errors:
When authors identify errors in published work, they must promptly notify the Editorial Board and cooperate in correcting or retracting the article as required. Where errors are reported by third parties, authors are responsible for cooperating with the Editorial Board and providing necessary evidence.


2. Responsibilities of Reviewers

Contribution to editorial decisions:
Reviewers assist the Editorial Board in making editorial decisions and, through constructive comments, contribute to improving the quality of manuscripts.

Confidentiality:
All manuscripts under review must be treated as confidential documents. Reviewers must not disclose or discuss the manuscript with others or contact the authors without authorization from the Editorial Board. Reviewers must not use unpublished materials without the authors’ consent.

Ethical considerations:
Reviewers must be aware of potential conflicts of interest and notify the Editorial Board of any substantial similarity or overlap between the manuscript under review and other published works.

Objectivity:
Reviews must be conducted objectively and free from personal bias. Personal criticism of authors is inappropriate. Recommendations for citation of reviewers’ own work must be based solely on scientific relevance, not on increasing citation counts.


3. Responsibilities of the Editorial Board

Publication decisions:
The Editorial Board has full responsibility and independence in deciding which manuscripts are accepted for publication, in compliance with journal policies and applicable legal regulations.

Peer review process:
The Editorial Board must ensure a fair, unbiased, and timely review process. Each manuscript must be reviewed by at least two independent external reviewers. Additional expert opinions may be sought when necessary.

Fairness:
Manuscripts shall be evaluated solely on their scientific merit. Transparent mechanisms must be established for editorial decision-making.

Confidentiality:
The Editorial Board must ensure the confidentiality of all submitted manuscripts and communications with reviewers. Information contained in manuscripts must not be used for personal purposes.

Conflict of interest:
Editors must not participate in the review or decision-making process for manuscripts in which they have conflicts of interest, including those authored by themselves, family members, or colleagues.


III. JOURNAL POLICIES

The Journal of Construction and Urban Development (JCDU) is a peer-reviewed scientific journal published by the Academy of Strategy and Training for Construction Managers (ACST). The Journal is committed to maintaining the highest ethical standards in accordance with the COPE Code of Conduct and Best Practice Guidelines for Journal Editors.


1. FOR AUTHORS

Originality and plagiarism:
Authors must declare that submitted manuscripts are original works and are not under consideration elsewhere. Duplicate submission is considered unethical and unacceptable. Research results must be presented clearly, honestly, and without fabrication or inappropriate data manipulation. Sufficient detail must be provided to allow replication.

Authorship and corresponding author:
All individuals who have made substantial contributions must be listed as authors. The order of authorship must reflect contributions. The corresponding author is responsible for submission, communication with editors and reviewers, and obtaining consent from co-authors.

Errors in published articles:
Authors must promptly notify the Journal of any errors and cooperate in correction or retraction.

Acknowledgment of sources:
Proper citation of prior work must always be provided.

Disclosure and conflicts of interest:
All financial and other relevant conflicts must be disclosed.

Hazards and human subjects:
Manuscripts must not contain unlawful, defamatory, or harmful content.


2. FOR REVIEWERS

  • Maintain confidentiality of manuscripts and data.
  • Provide constructive and professional feedback.
  • Submit reviews within the agreed timeframe.
  • Declare conflicts of interest.
  • Ensure ethical and respectful comments.

3. FOR EDITORS

  • Ensure the quality and relevance of the Journal.
  • Select appropriate reviewers.
  • Manage the peer review process.
  • Screen manuscripts for plagiarism using iThenticate.
  • Make final publication decisions based on scientific quality and ethical standards.

4. PEER REVIEW PROCESS

  • Initial screening for completeness and compliance.
  • Double-blind peer review (both authors and reviewers remain anonymous).
  • At least two independent reviewers are required.
  • The first round of review typically takes approximately three weeks.
  • Final decisions are made by the Editors based on reviewers’ reports.

5. EARLY VIEW ARTICLES

Accepted articles that have completed peer review and editing but lack volume, issue, page numbers, and DOI are published as “uncorrected proofs.” These versions are not final and will later be formally published.


6. CITATION INDEXING

The Journal is indexed in Google Scholar and Vietnam Citation Gate and is linked on the Vietnam Journals Online (VJOL) system.


7. PLAGIARISM DETECTION

All manuscripts are screened for plagiarism using the iThenticate system prior to publication.


8. SUBMISSION FEE

The submission fee is 1,000,000 VND per manuscript.
After passing the initial screening, authors are required to pay the submission fee via bank transfer.

  • No additional fees are charged beyond the submission fee.
  • The submission fee is non-refundable, regardless of acceptance or withdrawal.
