Abstract: This article addresses this issue by examining the factors influencing the increased investment in road transportation infrastructure projects funded by the state budget. Surveys involving experts and the collection of 300 survey results from projects spanning from 2000 to 2023 were conducted to achieve the research objectives. Statistical analyses, including reliability testing and factor analysis, were conducted to identify five key factor groups. Regression analysis was then employed to test hypotheses, highlighting compensation, land clearance, and economic and policy factors as the most influential on project completion timelines in Ho Chi Minh City. Finally, recommendations derived from interviews with experienced experts are presented to tackle the identified challenges.
