SMART AND ADAPTIVE INFRASTRUCTURE CITIES: A NECESSARY ORIENTATION FOR VIETNAM

Abstract: In the context of
globalization and the Fourth Industrial
Revolution, smart cities and adaptive
infrastructure have become essential
development trends to ensure sustainable
urban management, mitigate the
impacts of climate change, and improve
people’ quality of life. Vietnam, with
its rapid urbanization, faces numerous
challenges: infrastructure overload,
environmental pollution, natural
disaster risks, and social inequality.
This article analyzes theoretical
foundations, international experiences,
and practices in Vietnam; then proposes
solutions for developing smart cities
integrated with adaptive infrastructure.
The findings indicate that applying
digital technologies, developing green
transport and sustainable infrastructure,
along with community participation, will
be the key for Vietnam to build modern,
livable, and climate-resilient cities
