Policy and legal reforms in the 2024 Land Law

Abstract
The Land Law was passed by the 15th National Assembly of the Socialist Republic of Viet Nam during its 5th extraordinary session on January 18, 2024, and was initially set to take effect on January 1st, 2025. However, on June 29, 2024, during its 7th session, the National Assembly approved amendments and supplements to certain provisions of the Land Law (Law No. 31/2024/QH15), the Housing Law (Law No. 27/2023/QH15), the Real Estate Business Law (Law No. 29/2023/QH15), and the Law on Credit Institutions (Law No. 32/2024/QH15). These laws will now take effect from August 1st, 2024, five months earlier than originally planned. This demonstrates the high expectations, anticipation, and initial societal impact of the new Land Law, particularly its groundbreaking policy and legal reforms. The key challenge now is ensuring its effective implementation. This article, based on new theoretical perspectives on legal policies, aims to identify, analyze, and interpret the most significant policy and legal reforms introduced in the 2024 Land Law. It also evaluates the law’s social and economic impact and proposes solutions for its effective implementation. Through this, the article contributes to the ongoing improvement of Vietnam’s legal system in the current context.
