Abstract

Mining quotas is a useful tool often used to manage and exploit natural resources sustainably; especially the rare animal and plant species under conditions common ownership, derelict property. However, the enactment of policies to manage the exploitation quotas should be based on the maximum growth rate of species (Ftoi majority), and to create a market quota in bright, articulate and qualified for competition; quotas issued should be accompanied by binding is prohibited mining in the breeding season; follow-up period to ensure that the exploitation rate of extraction must always be smaller than the growth rate in a period of mining regulations; quotas issued simultaneously to strengthen supervision otherwise would reduce supply quotas issued by leading to price floors and the result is the phenomenon of illegal mining will occur more rapidly as resource depletion.
