Abstract

Fiscal policy can be an effective tool in creating macroeconomic environment stability. But once sound fiscal norms or views are not followed or pursued reasonably, it can also be a cause for the economic downturn. The paper examines some of the world's fiscal policy issues associated with the objective of maintaining or stabilizing the economic cycle, drawing lessons and implications for Vietnam in the context of greater integration.
