Debts of state-owned enterprises: a threat to Vietnam's public debt

Abstract

The paper reviews the size/composition, liquidity and impact of SOE debt on public debt in Vietnam; Propose a number of policy recommendations to reduce the threat of SOE debt to public debt security in Vietnam.
