College fees in relation to autonomy of public higher education institutions 2016-2020

Abstract

Clause 5, Article 3 of Decree No. 86/2015 / ND-CP shall assign ministries and branches to continue amending the framework of higher education tuition fees for the 2016-2020 period. This study develops and proposes a tuition framework based on the "necessary training costs" and "solvency of learners" approach as a basis for policy makers to refer.
