The necessity of an evaluation framework for innovative startup policies

Abstract

This study employs analytical and interpretive methods to elucidate the theoretical foundations and demonstrate the necessity of developing an evaluation framework for innovative startup policies. The urgency of such a framework is justified from several perspectives: ensuring policy implementation effectiveness, optimizing resource allocation and utilization, fostering an enabling environment for innovation, promoting sustainable development, and enhancing adaptability to change. Accordingly, the study not only identifies its practical applications but also underscores the pivotal role of establishing a comprehensive framework to evaluate the effectiveness of innovative startup policies in Vietnam.
