Innovation of policies and laws on land for agriculture, farmers, and rural development

Abstract
This paper analyzes the advantages and limitations of policies and laws on land and proposes some recommendations for reforming the policies and laws aiming to develop agriculture, farmer, and rural areas faster in the context of economic integration and globalization under the impact of the Fourth Industrial Revolution. Main recommendations include eliminating the quota for receiving agricultural land use right transfer; applying a stable and long-term agricultural land use term; applying progressive tax rates on agricultural land, especially on fallow and inefficient land; fulfilling regulations on land-use planning, land recovery, and compensation; concentrating agricultural land; supporting the production and consumption of agricultural products; amending regulations on land rent exemption and reduction; managing land price; applying information technology in managing land price and fulfilling financial obligations; strengthening inspection, examination and sanctioning of administrative violations in the observance of the law on land...
