Abstract

The strong development of digital technology (Internet of things), the digital economy has created a great and rapid economic-social change. The digital economy has become an economic component that contributes significantly to economic growth, while also posing many challenges in terms of awareness, transformation and development of economic models. The Party and State are very interested in the development of the digital economy, and have issued many guidelines and policies to facilitate the development of the digital economy. But the legal framework for managing the digital economy is still inadequate and slow compared to the current development reality. For the digital economy in Vietnam to develop, it is first necessary to change the perception from the central to local levels, to the business community. The State needs to create a favorable environment for the digital business community to develop. In addition, it is necessary to synchronously implement solutions to promote the business community to carry out digital transformation and to train human resources to meet the requirements of developing the “digital economy”.
