Abstract

The Party and State pay special attention to the development of science and technology; from 2000 up to now, the state budget for this field has always been equal to or more than 2% of the total expenditure. However, despite the investment attention, scientific and technological activities still have many inadequacies and many bottlenecks. One of the bottlenecks is the financial management, including the state budget spending management.

The article proposes 5 perspectives and 7 solutions to continue innovating scientific and technological activities to meet the requirements of socio-economic development in the new situation.
