Abstract

National governance is a theory formed and developed on the basis of
socio-economic and traditional Western countries. This concept is different from Asian
and African countries. Although there are many different views, it can be understood
that national governance is a way of operating and managing society by law and
regulations, based on the interaction and coordination between subjects in the process
of building and enforcing the law, to ensure the legal rights and interests of subjects and
social development. Faced with the requirements of social reality, the 13th National
Party Congress determined “Innovating national governance towards modernity,
especially development management and social management”. The requirement for
the government is to focus on successfully implementing the goal of developing the
country and taking better care of the material and spiritual lives of the people.
