Abstract
Co-operatives are effective institutional sector in many countries, but have yet to succeed in Vietnam, mainly due to inadequate and inconsistent awareness in the nature of co-operative organization, as well as due to mind of heavy subsidies of the State for this sector. Although the cooperative legal framework has been in force for 25 years, the cooperative sector is still inefficient and still not attractive enough to people, especially farmers. Vietnam has still developed few new type cooperatives to adapt to the market economy, while many old-style cooperatives in the period of central- planned economy with still exist. Moreover, many fake cooperatives with profitoriented enterprise intestines are set up to enjoy the State’s incentives and supports which are eroding the image of cooperatives. There is a need for policy orientation to solve these above mentioned issues and to promote the development of a effective cooperative sector, such as giving up the heavy subsidy ideology for co-operatives while creating an healthy compatitive environment for cooperatives and economic entities, enforcing the Cooperative Law in 2012 and to strengthening education, training, and extensive propaganda about the new style cooperative model
